The Great Teachers and Leaders Law will change several elements of teacher and principal evaluations, so it is being implemented in phases.
Phase I: Developing the evaluation tool
The State Council on Educator Effectiveness (SCEE) has been working since May 2010 to define what makes an educator effective and develop an initial assessment system to present to the Colorado Department of Education. They will deliver their recommendations to the State Board of Education in April 2011.
The State Board of Education will adopt the guidelines set by the SCEE or make any changes they see fit. It will then set official rules around teacher and principal evaluations by September 2011. In January 2012, these rules will be presented to the Colorado state legislature for final approval.
Phase II: Piloting the system
In the 2011-12 school year, the CDE will help local districts develop local performance evaluation tools. In 2012-13, CDE will pilot the new evaluation system in select districts, collecting feedback and modifying the framework where necessary.
Phase III: Full rollout
In the 2013-14 school year, all Colorado school districts will begin to use the new assessment system.

Stand for Children is monitoring the implementation every step of the way. In January 2011, we partnered with the Colorado Education Association and Senator Michael Johnston’s office to advocate for the SCEE to recommend a statewide evaluation system, as opposed to letting each district determine its evaluation tool.
